WHO IS CHRIS DE BEER?



Chris De Beer, born in Johannesburg in 1961, matriculated in the natural sciences field from Riebeeck High School in 1978. He obtained his Private Pilots License in 1979 and in the same year joined the South African Air Force (SAAF), successfully completing the SAAF pilots course and was awarded his SAAF wings in 1981.

In 1982 he obtained primary servicing competency approval on Atlas C4M Kudu aircraft. In 1986, after some flying tours on various units, he completed Safety Management, Flight Safety Officers and Aviation Accident Investigation courses presented by Sun Safety, Palmdale, California. Hereafter followed a tour at Air Force Headquarters where he was involved in the Flying Efficiency section, specifically in aircraft accident investigation and at the same time acting as secretary to the SAAF Flight Safety Board.

During this time he had his first taste of Quality assurance when he became involved with SAAF Directorate Logistics and was part of the team that carried out the first integrated safety & quality audits in the SAAF 1986. During the rest of his SAAF career he was involved in several aircraft accident investigations.

Early in 1992, he completed the Occupational Health & Safety Management Training Course (SAMTRAC). In April 1992, the South African Air Services Licensing Acts changed and suddenly the words "Quality Management Plan" were on everybody's lips. Chris seized the business opportunity as at that time he had been actively involved in "Quality" for just over six years. A Close Corporation with the name of Avsacon CC was established and Chris resigned from the South African Air Force where he served for almost 14 years. In early 1993 he was joined in the business by Toinette - in more ways than one - as they were married in mid 1993.

Several Air Service Licences and Air Operating Certificates were obtained by Avsacon CC on behalf of air service operators between the years of 1992 and 2000. These air service operators included scheduled carriers, non-scheduled carriers, training schools, cropspraying companies and some display teams. Notably, some of the scheduled air carriers in which Avsacon CC was instrumental in setting up were South African Airlink, South African Express Airways, Phoenix Airways and Nationwide. Activities of Avsacon CC over this period included, inter alia, the legal aspects, Quality Management Plans, Flight Operations Manuals, Cabin Attendants Manuals and Manuals of Procedures (for the Aircraft Maintenance Organisations). 

Towards the end of 1996 Avsacon CC was approached by South African Airlink in order to set up an enhanced, efficient and effective Quality Management System for SA Airlink. With this shift in focus the other activities of Avsacon CC scaled down as it was decided to certify SA Airlink to ISO9002:1994 (as it was then known). In 1998 SA Airlink, with Avsacon CC responsible for the project, was the first airline on the African continent to be certified to the ISO9002:1994 standard.

In 1998 Chris qualified as an ISO9001 Lead Auditor and between 1999 and 2004 Chris was responsible for managing the ISO Quality Management System, Aviation Safety, Occupational Health & Safety and Aviation Security of the SA Airlink Group of Companies, which included Aircraft Maintenance Organisations and Airport Management.

However, the winds of change were blowing as, in 2004, the requirement (from OEM's) for South African aerospace manufacturers to be certified to the AS/EN9100 standard became a reality.

In 2004 Chris was approached by Bureau Veritas Quality International (then BVQi and from 2006 Bureau Veritas Certification) to conduct, as an independent contractor, 3rd party certification audits on behalf of BVQi. In order to ensure independence and to prevent conflict of interest situations, any involvement with SA Airlink was ended in June 2004.

In 2005 Chris qualified as an AS/EN9100 Lead Auditor and have since been involvement is 3rd party audits to the AS/EN9100 standard, FAA AC00-56A as well as ISO9001, ISO14001 and OHSAS18001. An interesting aspect of this was that between 2005 and mid 2008 Chris was the only suitably qualified, certified and active AS/EN9100 Aerospace Experienced Auditor in Africa!

In 2006 he qualified as an ISO14001 (Environmental Management Systems) Lead Auditor.

In 2008 he qualified as an AS/EN9120 Lead Auditor and at present he is the only AS/EN9120 certified auditor in Africa.

Several successful QMS implementation projects were managed from 2005 and in 2007 involvement with the Aerospace Industry Support Initiative (AISI) supplier development programme (an initiative of the DTi) materialised (see  CURRENT PROJECTS).

During 2008, it was decided that a re-branding was necessary and REVOLAVIA was conceived towards the middle of 2008 and the new brand was formally launched on 1 March 2009.

Chris has 32 years experience in aviation, defence and related industries. Between 1979 and 2002 he flew 19 types of civilian and 6 types of military aircraft.

Chris holds professional membership at IRCA (International Register for Certified Auditors), SAE International, and the IAQG (International Aerospace Quality Group) as an Aerospace Experienced Auditor listed on the OASIS database. Furthermore he is currently a Steering Committee member and Project Manager of the Aerospace Industry Support Inititative (AISI) involved in aerospace supplier development and as such contracted by the CSIR.

During 2009 he joined the SAAF as an Air Force Reserve Force member assigned to Directorate Aviation Safety, Air Command, specifically responsible for project  managing improvement of the SHERQ management system throughout the SAAF. During 2011 he will embark on a training programme entailing training of management at all levels in the SAAF on quality-, environmental and safety management systems.
